Stuart H. Leckie, O.B.E., J.P., F.I.A., F.S.A.
Stuart Leckie is based in Hong Kong and advises on investments and pensions in Asia through his company Stirling Finance Limited. He is the author of books titled “Pension Funds in China” and “Investment Funds in China”. He is the Founding Chairman of the Hong Kong Retirement Schemes Association, acts as a trustee of several retirement schemes and sits as an independent director on the board of a number of investment funds.
Mr. Leckie worked in life insurance in the UK before moving to Hong Kong in 1979. He has served as the Chairman of Watson Wyatt (now Willis Towers Watson) in Asia - Pacific and as Chairman of Fidelity Investments, Asia-Pacific. He has advised the Chinese Government on pensions reform. He is also involved in the development of stock market indices in China and was a Director of Exchange Fund Investment Limited, which launched the highly successful Tracker Fund in Hong Kong.
He was the President of the Actuarial Society of Hong Kong (1981 and 1999) and was the first Chairman of the International Actuarial Association’s China Committee from 1999 - 2002. He was the Chairman of the very successful IFoA Asia Conference 2017. He advised the Hong Kong Government on the establishment of the Mandatory Provident Fund. Additionally, he has served on various committees in Hong Kong’s Securities and Futures Commission. He has been Chairman of the CFA Institute Standards and Advocacy Advisory Council since 2013.
Mr. Leckie has an Honours Degree in Mathematics from the University of Glasgow (1967), and he is a Fellow of the Institute and of the Society of Actuaries. He is an Adjunct Professor at the City University of Hong Kong. He was appointed a Justice of the Peace by the Hong Kong Government in 1994, and was awarded an O.B.E. by the British Government in 1995.
